I want to know why I can't see/talk to my recently deceased father-in-law. Where is he?

The answer to your question is very simple. Your father in-law is everywhere, he is in original form, he is everything all at once; therefore you have the capacity to communicate with him. Other things may be keeping you from making the connection you seek. I feel you have a high sixth sense and your psychic abilities to connect are strong. But sometimes you need to step back a little, perhaps try ancient methods of communicating with your loved one. Rituals and traditions aren't necessary but are helpful in keeping you focused so you can communicate with those who have crossed over.
You don't always have to SEE the person who died. Feeling, or hearing, or even a touch, can be enough or it may be as far as they can get in this dimension. That is not your fault. If you are feeling your father-in-law that is enough to let you know he is there.
In the 1500's famous psychic Nostradamus used a large mirror to establish contact into the infinite consciousness, and tap into the spirit world. With the mirror he was able to make the connection. The day before he would stare or "scry" into the mirror he would eat only plant foods -- fruits and vegetables only. Quiet meditation is necessary, gentle music, loose clothing, all this is important so you can reach a higher state of consciousness and tap into the spirit world. Make sure you surround yourself with pictures of your loved one or things that belonged to him, then gaze into the mirror naturally. Mirror scrying is different for everyone, but with practice you can eventually communicate with your father-in-law.
